2 Halo 3 questions that are really quick?

1. What skull makes enemies throw grenades more often?
2. I beat the level "Halo" on legendary but didnt get armor, do I need to beat the entire game just to unlock the EOD shoulder?

1) Catch Skull
2) You have to beat the entire game on legendary and maybe have 1000 gamerscore but if not then you have to beat the game on legendary.
