Alright I'll tell you what I tell every one else who wants Recon...
you have to get the Achievements in halo 3 and halo 3 ODST
the Achievements you need in Halo 3 are the Vidmaster and
Mythic skulls.. all Including the maps that have not come out yet.
do this and your on your road to Recon!

Not simple, more like impossible, as far as I know, the only way to get it is to be extremely involved in the Halo 3 community (such as hosting a popular podcast)
