Details about halo 3 odst?

Does halo odst allow you to play with people who only have halo 3? And can you do the same things online like in halo 3 for example making your own maps?
So in conclusion i dont have either halo 3 or halo odst what would give me the best multiplayer experience with all my friends who have halo 3?

yes you can do both of those things but only on the multiplayer disk
