(Easy Best Answer) Halo 3, Xbox live rank question?

What is the order from worst to best for the ranks in halo 3, right now I am a lieutenant grade 2 and I am not sure if that is a high rank or a low rank. Answer both questions correctly and get best answer.

and theres 4 grades of each, its a relatively low rank though
