Halo 3 forge respawn time?

In forge, my friend can make a item respawn immediately after someone picks it up. When i tried it says the fastest is 10 seconds but he made it immediately respawn after he picks it up. how do i do that?
where do i find the runtime minimum option

my boyfriend has this, but the internet broke so we had to play forge all the time, i think you can pretty either start or X and it brings you into a slidy thing across your screen, you can get it for everyhing i think, respawn, suicide, betrail

you have to set the run-time minimum as high as it will go along with 10 sec respawn and it will work.
