Halo 3 Legendary And Heroic Maps Problem ?

This message comes up when im trying 2 play on the legendary, heroic maps and cold storage.I have them all downloaded.Only cold storage shows up when i go in custom games.

Sometimes you have to restart your xbox and sometimes you have to just keep going in and out of custom games or forge and loading the maps.
