How come the Halo 3 map packs won't show up?

I used to be able to play all the halo 3 map packs, but suddenly, i can't.
There are 2 xbox live accounts on my xbox, one for my brother and 1 for me. Lately, i cant use the heroic or legendary map packs, but my brother can, but i still have cold storage. help please.

anyways I will say it again

The maps are only available to the user that downloaded them. The only way you can both play all the maps is if you were to play together online.
