How do people on Halo 3 have 0xp from so many games?

Right Ive seen people in matchmaking who've played like hundreds of games but have 0xp. Ive lost against them and they still don't get xp..?
Its not like its action sack playlist
UPDATE- Ive played against these people with 0xp and some have beat me. I then have looked at their service records straight after the match (they didnt quit) and they still have 0 even though they won..

People have zero EXP but so many games played because they quit the same amount of games as the number of games played. They probably do this because they think its a cool thing to do.

I dont know if its true but some people told me their skills go up faster if they have a lot of games played and quit so their exp becomes zero and then play in a RAnked playlist. Who nos...

You lose EXP in matchmade games when you quit/leave the game in the middle of the session.

People with 0 exp usually just played loads of games and then quit a load of them because some people enjoy having 0 exp on their record for some reason.

Otherwise the EXP is on a different playlist and you're just confused.
