No, its not possible as far as I know, on Bungie.net they stress over and over the only way to get recon is by doing "good deeds". Good deeds would be like not trash talking in games, or not betraying people for weapons. If you want to get recon, you should join tournements in halo, like last year I was so close to winning the valentines day one.
