Is there a Halo movie being made or planning to be made based of the game series?

Considering that Hollywood is apparently completely out of ideas for movies then I'd say the answer is probably yes.
Peter Jackson, of Lord of the Rings fame, made an attempt but it fell through because he couldn't get enough money for the project. So he told his director, Neill Blomkamp, "here, have the money we raised and make a movie." The result was the pretty good District 9.
At present, the rights have reverted back to Microsoft.
