Should I buy Halo 3 with ODST?

Is the only difference between halo 3 and ODST the single player campaign, and dose halo ODST come with the exact same multiplayer as Halo 3?

Halo 3: ODST comes with the first disc coming with the ODSt campaign, firefight, theater, and an extras section for news from Bungie.
On the second disc, the Complete Halo 3 Multiplayer Disc, comes with all the maps, three new ones, and matchmaking, forge, custom games, and theater, but no campaign.
