why cant i find the thunderstorm skull in halo 3?

i cant find the thunderstorm skull. im looking in the right place and i started from the beggining of the level. what else do i have to do?

Using a Hornet, ignore your mission objective and land on the abandoned building outcrop along the shore to your right. You'll find the skull perched on the top walkway. Easy.
