Why do others players get to 14 Skill with 1 EXP in Halo 3?

How is it possibly that with one exp, you can have 14 skill. It was in lone wolves so they couldnt have played a game with level 40s. Maybe they quit lots of game and ending up with one exp, but then there skill would go down as well. Some one please explain, its taking me 19 EXP to get to 14 skill...

I know what you mean I went against some1 that had only played 6 ranked games period and no social and no custom games but somehow they had 35 skill in team doubles. But then I also noticed that they did not die no matter what me and my team mate threw at em and the game was VERY laggy.....
