Why is Halo 3 showing lines across my TV on some portions of display?

Why does HALO 3 show these lines during Cinematic movies and in the background of the menu?
They are very distracting and seem to be some sort of malfunction. Ive tried replugging in all the wires to the TV. I have it running on 1080P with a 1080P TV
