yes it does....eventually. the matchmaking system is too fair and catches on when people are deranking usually. in ranked playlists, you have 2 "levels". the first level is the obvious 1-50 ranking which determines the rank that everybody sees based on how much experience you have. the 2nd rank is invisible and determines who you get matched up with (this is the reason why you will sometimes see kids with 1 or 2 experience and an apprentice ranking getting matched up with generals and brigs) when you constantly quit out of games, matchmaking catches on and it takes more and more quits to make it down to a certain level.
