How come I cannot play anything other than Social Slayer on Halo 3 Xbox 360 live?

Either:
1. Only the original account the maps were downloaded to can play them. (So if u downloaded them onto "account 1", u can't play with the maps on "account 2" unless "account 1" is signed in also.)
2. If you're playing in a ranked playlist, guest accounts are not allowed in.
3. If you're in a party, maybe your friends don't have the maps.
If ur sure u downloaded all the maps, but don't see them, try downloading them again. They should be free since u paid for them once already.
