How does bungie match people up in Halo 3.?

I am a LvL 1 on my 2nd account and when i start rumble pit matches i get matched up with 50s and 45s, and rarely 40s and less. I am getting ****ed off because they are way more experienced and i lose a lot of match or barely come 4th. So I dont get what the bungie policy is for matching people up.

then play on your first account lol maybe its a sign that bungie hates you.
