To me they're pretty even. It just depends on what you like. I like sci-fi war games and modern so they're both really good games to me. I got Halo 3 first but played it so muchs i got bored and switched to Call of Duty 4.
I think call of duty 4 gets boring. It is really fun the first couple prestiges but it gets boring. a game like COD4 needs to add new weapons with dlc. I think halo is better because of forge and theater. Also I like halos ranking system better.

Its hard to say really. If you get halo 3 and already played halo 2 then I wouldn't suggest getting it. In halo 3 the online mode is the same but some what fixed from halo 2 then there is the storyline. Thats pretty much it.
For cod4 there is a storyline to go through(which doesn't take to long) and then there is the online play(if I remember right only one person can play online mode on one 360 and the lag is sometimes unbearable when trying to connect) which is pretty good till you get all the weapons.
I would say go with cod4 for slightly more play time.
